D. Notes:
1. Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel tax (please enclose payment receipt if it has been paid within the past two months).
2. Please carry out inspection first if the periodic inspection is due (overdue).
3. Automobiles manufactured for more than 10 years and motorcycles manufactured for more than 5 years shall be carried out and pass temporary inspection.
4. If the transfer is entrusted to anyone who is not working in the vehicle trading industry, please submit the entrusted person’s I.D. card and vehicle owners’ valid driving license or national health insurance cards or passports (including the buyer’s and the seller’s) other than the required documents above. However, notarized documents by the court or private notary publics can be used to replace vehicle owners’ valid driving license or national health insurance cards or passports.

1. Companies and establishments that submit photocopies of above documents for verification must provide a copy of the latest business tax payment certificate.
2. Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel tax (please enclose payment receipt if it has been paid within the past two months).
3. If it is involved with movable property as a guarantee, please also bring a letter of the creditor’s consent. If the address is changed to other district, please enclose a copy of contract.
4. According to the provision of Compulsory Automobile Liability Insurance Act, no change on the registration will be allowed if the validity of compulsory automobile liability certificate is less than 30 days.
5. If the automobile and large heavy motorcycle have not been inspected by the deadline, applicants shall first carry out vehicle inspection.
6. If the vehicle registration certificate is not due but require renewing, a fee of NT$50 will be imposed. If the vehicle registration certificate is due and required renewal, a fee of NT$200 will be charged for automobile.

The main purpose of “Suhua Highway Improvement Project” is to solve the long-term problems of poor road alignment, easy to be snapped by landslides, and higher accident rate on three sections of Suhua Highway, including Su’ao to Dong’ao, Nan’ao to Heping, and Heping to Dachingshui. In consideration of the maintenance of environment and ecology as well as the reduction of impact on the local area after opening it to the public, the purpose of Suhua Highway Improvement Project is not for mass transportation. That is why it is designed with only one lane to maintain existing road capacity.
Due to the rural location, we also consider the demand of rescue in the shortest time if there is any emergency in the tunnel. Thus, emergency rescue paths are established in Dong’ao Tunnel, Guanyin Tunnel, Gufeng Tunnel, and Zhongren Tunnel in order to allow disaster-rescue vehicles, like police cars, fire engines, and ambulances, access to the tunnel as soon as possible.

1. Along with the increase of the age, we can feel the aging on our body. The declining of cognitive and movement functions is the natural phenomenon of physical function, including the delay of reaction time, the slowing down of overall action, the declining perception-action presentation, cognition changes in concentration and identification, and visual changes.
2. Executive Yuan estimates that the population of the elderly over 65 years old in Taiwan will be more than 14% of total population in 2018 and over 20% in 2025. How to obtain the balance between the elderly’s driving rights and the road traffic safety is a topic that cannot be ignored by the government.
3. Ministry of Transportation and Communications referred to the approaches used by the nearby countries and started to developed management system for elderly drivers since 2013. After holding public hearings and experts and academic meetings through Highway Bureau, it reached the final conclusion that the applicable objects of the elderly drivers’ management system are “drivers who are 75 years old after implementation date” and “drivers who are more than 75 years old and involved with violations or license suspension after the implementation date”. The reviewing cycle will be every three years for license renewal.

The government not only carries out management on elderly drivers but also implements significant change on the management towards other drivers:
1. From November 2014, applicants who apply for motorcycle driving license for the first time must participate in the initial motorcycle driving license safe driving seminar.
2. From June 2015, the difficulty on exam questions for motorcycle driving license test has been increased.
3. From March 2017, the hours for drunk driving seminar has been extended.
4. From May 2017, road test was added to the automobile driving license test.

1. Applicants who pass written exam but fail road test in the automobile (motorcycle) driving license test can be exempted from written exam on the next test application. The period of exemption is one year.
2. Applicants who fail to pass written exam or road exam in the automobile (motorcycle) driving license test must re-apply for the test after seven days.

According to Article 61.1.4 of Regulations for Road Traffic Safety, “drivers who have obtained small vehicle driving license can use it for light motorcycle”.

It means a vehicle is parked for less than 3 minutes with its engine on to load or unload passengers or goods and is ready to move at any time.
