  • What is the standard of land value compensation on the land expropriated?

    According to Article 30 of Land Expropriation Act, the value of expropriated land shall be compensated based on its current market value. The value of land reserved for public facilities in the urban planning area shall be compensated based on the average market value of its adjoining lands not reserved for public facilities. The market value referred to in the preceding paragraph shall be forwarded by the municipal or county (city) competent authority to the Land Value Evaluation Committee for determination. Municipal or county (city) competent authorities should constantly survey the market values within their jurisdiction and ask its Land Value Evaluation Committee to determine the extent of change in the market values of expropriated lands once every six months as basis for adjusting the compensation for expropriation.

  • Are there package proposals for driving license management system on elderly drivers in terms of the traffic inconvenience in rural areas?

    1. In the future, the driving license management system on elderly drivers will have certain impact on senior citizens’ motorcycle riding or automobile driving, especially those who live in rural areas. Therefore, Highway Bureau, MOTC will continue promoting the subsidy programs for the rural route with operational loss to maintain the demand for those who require long-distance journey.
    2. In terms of the location with insufficient traffic volume, Highway Bureau will continue promoting demand responsive transportation system (DRTS) operational mode for rural areas to enhance the load factor and reduce the operational cost.
    3. We expect the new public transportation operational mode will be able to allow residents, elderly, and students in rural areas to move freely and with dignity even though they cannot drive or ride.

  • How can the original vehicle owner (the seller) apply for revocation against vehicle ownership transferring resistance if the buyer didn’t carry out transfer registration after the vehicle has been transferred?

    Required documents:
    1. The seller’ s original copy of national I.D. card (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).

    3. Original new vehicle license plate registration form.

  • Drunk driving and juvenile street racing are the high-risk groups for accident rate and elderly drivers are not the group involving with highest accident rate. Does this mean the order for high-risk groups not handling properly and shall be adjusted?

    1. The prevention of juvenile traffic accident is also a promotion that the law enforcement agency has included into the long-term project. In addition, Road Traffic Management and Penalty Act has increased the penalty on drunk driving and the law enforcement agency also cracks down on the violation. In order to improve road safety involved with elderly drivers, we take reference to the approaches used in advanced countries and establish management system in order to promote it the same time as other traffic maintenance tasks.
    2. Most advanced countries have driving license management system for elderly drivers in place. In our country, we plan to implement elderly drivers’ driving license management system on the “drivers who are 75 years old after implementation” and “drivers who are more than 75 years old and involved with violations or license suspension after implementation date”. Other than passing health examination as one of the reviewing method, drivers also need to pass “cognitive function testing” or submit “certificate of not suffering from moderate dementia or above” before they are allowed to renew a driving license for automobile (motorcycle) with a validity of three years. Other than helping the elderly who are not suitable to continue riding or driving understand their own condition, it will remind the family members to pay attention on the driving safety of the elderly’s in order to maintain road traffic safety.
    3. Highway Bureau also receives feedback from many family members to support the system. If their parents pass the testing mechanism, they will feel more relax for them to ride or drive.

  • How can I apply for license plate cancellation for stolen vehicle or motorcycle?

    1. Original copy of vehicle owner’s national I.D. card (or military services I.D. card or alien residence permit), and photocopy is acceptable for application by post (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
    2. Seal (only applicable to cross-district application).
    3. Vehicle registration certificate.
    4. Original new license plate registration form.
    5. Proof of vehicle stolen report issued by the police.

  • How will you handle the houses and lands under your management occupied by private persons?

    It will be handled as below if any situation of occupation is found.
    1. Coordinating with the occupier to return the property in its original state.
    2. If there is any violation on the relevant laws or use control involved, the relevant competent authority shall be notified and shall coordinate according to legal regulations.
    3. It shall be filed for civil action to solve the issue.
    4. According to Article 320 and Article 349 of Criminal Code, it can request local police administration for investigation or directly file a lawsuit to the prosecutor's office. If the situation of occupation affects national security or public security, it shall be brought to justice in priority.

  • Why is there only one lane established on the dual carriageway of Suhua Highway Improvement Project?

    The main purpose of “Suhua Highway Improvement Project” is to solve the long-term problems of poor road alignment, easy to be snapped by landslides, and higher accident rate on three sections of Suhua Highway, including Su’ao to Dong’ao, Nan’ao to Heping, and Heping to Dachingshui. In consideration of the maintenance of environment and ecology as well as the reduction of impact on the local area after opening it to the public, the purpose of Suhua Highway Improvement Project is not for mass transportation. That is why it is designed with only one lane to maintain existing road capacity.
    Due to the rural location, we also consider the demand of rescue in the shortest time if there is any emergency in the tunnel. Thus, emergency rescue paths are established in Dong’ao Tunnel, Guanyin Tunnel, Gufeng Tunnel, and Zhongren Tunnel in order to allow disaster-rescue vehicles, like police cars, fire engines, and ambulances, access to the tunnel as soon as possible.

  • Can I buy the houses or lands under the management of your authority?

    The houses and lands under our management shall be directly used according to the planning and purpose defined. If there is no demand of usage, they shall be changed to non-public property. For those belong to national property, they will be handed over to National Property Administration, MOF; if they are local government’s property, they shall be handed over to the authority appointed by the local government. You can submit your application for purchase from the institution which takes over.
