  • Can I buy the houses or lands under the management of your authority?

    The houses and lands under our management shall be directly used according to the planning and purpose defined. If there is no demand of usage, they shall be changed to non-public property. For those belong to national property, they will be handed over to National Property Administration, MOF; if they are local government’s property, they shall be handed over to the authority appointed by the local government. You can submit your application for purchase from the institution which takes over.

  • Why are motorcycles allowed in long tunnels in other countries?

    Due to different driving environments in different countries, not all long tunnels allow motorcycles to ride through. In addition, the ratios for different vehicle type are also different in the long tunnels in other countries, as well as the design of the tunnel is usually two holes with dual lane. Therefore, the control strategy of vehicle type going through the long tunnel will not be exactly the same. As the result, we have to evaluate the traffic condition in Taiwan when planning and controlling the type of vehicle using Suhua Highway improvement Project in order to maintain the road safety for users.

  • What is the qualification for exchanging for large heavy motorcycle driving license?

    In order to coordinate the re-classification of the heavy motorcycles and consider the rights and interests for the current heavy motorcycle driving license holders, it was added that drivers who obtain the heavy motorcycle driving license before July 1st, 2002 shall change it to general heavy motorcycle driving license before the expiration on the license. Besides, considering the demand of driving examiners, driving coach training and police on traffic duty after launching license plate application for large heavy motorcycles, the drivers who have received and passed the large heavy motorcycle driving training courses held by Highway Bureau, MOTC or police agency can change their licenses to large heavy motorcycle driving license after being approved by Ministry of Transportation and Communications.
    1. Drivers who have obtained heavy motorcycle driving license before July 1st, 2002 shall change the license to general heavy motorcycle driving license before the expiration on the license.
    2. Drivers who have obtained heavy motorcycle driving license before July 1st, 2002 and who have received and passed the large heavy motorcycle driving training courses held by Highway Bureau, MOTC or police agency can change their licenses to large heavy motorcycle driving license after being approved by Ministry of Transportation and Communications.
    3. Owners of heavy motorcycles with a cubic capacity exceeding 250 cm³ and have obtained heavy motorcycle driving license before July 1st, 2002 can change the license to large heavy motorcycle driving license.

  • What is “one-time penalty” ?

    “One-time penalty” means simplified procedures for adjudication of traffic violation and suspension (revocation) or direct cancellation of a vehicle or driver’s license.

  • Will it constitute penalty if the public occupy the houses and lands managed by your authority?

    Anyone who occupies the houses and lands managed by our authority will be sentenced to imprisonment for maximum five years, criminal detention, or a fine of maximum NT$500,000 according to Article 320 of Criminal Code-Offenses of Larceny as well as shall take the responsibility of returning the land back in the original state as well as the improper profits, according to Article 179 and Article 767 of Civil Code. In addition, if the land occupied is a slope area and the land has water and soil erosion due to the person who occupies it violates the regulation of use, a penalty, in accordance with the violation of Slope Land Conservation And Utilization Act or Soil and water Conservation Act will be imposed.

  • Can I rent the houses or lands under the management of your authority?

    1. The houses and lands under our management shall be directly used according to the planning and purpose defined. In principle, we will not lease properties under our management. However, we will lease and collect the payment under the situation of not violating original purpose and not affecting use of public affairs.
    2. In terms of the calculation of rent, if the houses or lands leased belong to national property, it shall be handled according to “Principles for National Public Real Estate Revenue” announced by Ministry of Finance.If they belong to local government’s properties, it shall be handled according to local government’s regulation.

  • How can I apply for motorcycle driving license?

    1. Required documents:
    1) National I.D. card or military I.D. card or alien residence permit (all shall be original copy).
    2) Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
    3) One “motorcycle driving license registration form” with qualified health examination.

    Counter of application for motorcycle at section of driver management in the highway supervision authority.
    3. Fee: NT$250.
    4. Notes:
    1) Applicants for motorcycle driving license test must be at least 18 years old; no limitation on the maximum age.
    2) Motorcycle driving license test will not be limited by the location of household registration.
    3) Written exam will be waived if the applicant has vehicle driving license.
    4) Drivers with vehicle driving license can ride light motorcycle.

  • Are there package proposals for driving license management system on elderly drivers in terms of the traffic inconvenience in rural areas?

    1. In the future, the driving license management system on elderly drivers will have certain impact on senior citizens’ motorcycle riding or automobile driving, especially those who live in rural areas. Therefore, Highway Bureau, MOTC will continue promoting the subsidy programs for the rural route with operational loss to maintain the demand for those who require long-distance journey.
    2. In terms of the location with insufficient traffic volume, Highway Bureau will continue promoting demand responsive transportation system (DRTS) operational mode for rural areas to enhance the load factor and reduce the operational cost.
    3. We expect the new public transportation operational mode will be able to allow residents, elderly, and students in rural areas to move freely and with dignity even though they cannot drive or ride.

  • Has the operating procedure of “one-time penalty” been simplified, too?

    Yes. While the original procedure requires a penalty notice to be issued four times, “one-time penalty” only requires it to be issued once. This not only shortens the schedule but also significantly reduces the costs for postage of AR registered mails.

  • “One-time penalty” involves computerized operations for adjudication. How does it set the deadline for the required appearance of the person penalized?

    The following is a brief description of how the deadline for a required appearance is set for adjudication under “one-time penalty:”
    1. Deadline of fine payment: the deadline of fine payment is one month from the date of adjudication. For example, if the date of adjudication is May 20, 2006, the deadline of fine payment will be June 19, 2006.
    2. Deadline of cancellation (revocation): in the event of failure to hand over any vehicle or driver’s license suspended by penalty, the vehicle or driver’s license will be revoked on the day following the deadline for its handover. For example, if the deadline for handover of the suspended vehicle or driver’s license is July 4, 2006, the vehicle or driver’s license will be revoked on the next day, namely July 5, 2006.
    Where the penalty requires revocation of a vehicle or driver’s license, the vehicle or driver’s license will also be directly canceled.
    3. Deadline of referral to the court for enforcement: referral to the court for enforcement will be made on the day following the deadline of fine payment.
