  • Do drivers who are 75 years old after implementation date (born after July 1st, 1942 (included)) require license renewal?

    Yes. After receiving the notice, please complete the initial license renewal according to the rules before 78 years old. However, if there is any violation or license suspension involved before completing the license renewal, please complete license renewal within three months after receiving the notice.

  • How can I apply for small vehicle or motorcycle transfer?

    Required documents:
    1. Transfer registration form.
    2. Original copy of national I.D. card from both the buyer and the seller (or military service I.D. card or alien residence permit). (In individual’s name: Please submit two forms of I.D. for verification if it is entrusted to the any person that is not working in the commissioned vehicle trading industry. Please refer to Notes. 6). Please submit official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s (in the company’s name).)
    3. Seals from the buyer and the seller.
    4. Vehicle registration certificate from the original owner.
    5. Compulsory automobile liability insurance certificate (with validity more than 30 days) provided by the new vehicle owner.
    6. New vehicle license plate registration form (not applicable motorcycles).
    B. Place of application:
    Please deal with it at the counter for change in the highway supervision authority.
    C. Fees:
    Vehicle registration fee: NT$200 for automobile and NT$150 for motorcycle.
    D. Notes:
    1. Companies and establishments that submit photocopies of above documents for verification must provide a copy of the latest business tax payment certificate.
    2. Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel tax as well as the taxes of the year (please enclose payment receipt if it has been paid within the past two months).
    3. If the vehicle is registered with movable property as a guarantee, please deal with the revocation registration of movable property as a guarantee first. Vehicles that are forbidden to change due to court order or notice from judiciary, public security organization or tax collection office will not be able to apply for transfer before cancellation.
    4. According to the provision in the Compulsory Automobile Liability Insurance Act, no transfer registration can be carried out if the validity on the insurance certificate is less than 30 days.
    5. Vehicles that have been manufactured for more than 10 years and motorcycles for more than 5 years must pass temporary inspection before dealing with transfer.
    6. If the transfer is entrusted to anyone who is not working in the vehicle trading industry, please submit the entrusted person’s I.D. card and vehicle owners’ valid driving license or national health insurance cards or passports (including the buyer’s and the seller’s) other than the required documents above. However, notarized documents by the court or private notary publics can be used to replace vehicle owners’ valid driving license or national health insurance cards or passports.

  • How can I apply for vehicle or motorcycle disposal?

    Required documents:
    1. Original copy of vehicle owner’s national I.D. card (or military services I.D. card or alien residence permit), and photocopy is acceptable for application by post (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
    2. Seal (only applicable to cross-district application).
    3. Vehicle registration certificate.
    4. Original new license plate registration form (not applicable to private small vehicles and motorcycles).
    5. License plate: two plates for automobile, one plate for motorcycles, and two plates for large heavy motorcycles with a cubic capacity exceeding 550 cm3.
    B. Place of application:
    Please deal with it at the counter for change in the highway supervision authority.
    C. Notes:
    1. Companies and establishments that submit photocopies of above documents for verification must provide a copy of the latest business tax payment certificate.

    5. If the license is lost, please report to the police first and enclose the proof of the stolen vehicle plate issued by the police along with the application.

  • What can I do if I am not satisfied at the compensation?

    According to Article 22-2 of Land Expropriation Act, if an interested person has objection over the amount of compensation, he may, within thirty (30) days from next day following the expiration of the public expropriation announcement period, raise the objection by submitting a written statement to the municipal or county (city) competent authority. Upon receiving such an objection, the municipal or county (city) competent authority shall forthwith investigate the matter and notify the interested person of the findings and decision made thereon in writing.

  • Will my driving license be still valid if I fail to renew it before expiration?

    1. Since July 1st, 2013, the various ordinary driving license and motorcycle driving license that are newly issued or have granted will be exempted from license renewal except the situations mentioned on the next paragraph. Driving license will still be valid for driving after expiration.
    2. Professional drivers, foreigners who have not obtain alien residence permit, people from Mainland China, residences in Hong Kong or Macau or nationals with no household registration in the Taiwan area who obtain driving license in our country, and those who are punished permanently prohibited from driving license test apply for re-test and obtain one-year driving license shall maintain the regulation of periodic renewal. They should apply for renewal before expiration. According to Article 22.1.6 of Road Traffic Management and Penalty Act, drivers who drive with overdue driving license will be fined NT$1800~NT$3600 and shall be forbidden from driving.

  • How can driver add the address for residence and employment?

    1. It can be handled online, at the counter, and by post:
    1) Online: Please visit https://www.mvdis.gov.tw, register as a member and upgrade to formal member before you can deal with information change on line.
    2) At the counter: Please fill out “adding residence and employment” application at the highway supervision authority. It can be submitted in person or by an entrusted person (driver’s dual certificates and the identity of the entrusted person will be verified).
    3) By post: The application can be submitted through mail, fax, and email. Please enclose the photocopy of front side and back side of I.D. card and driving license for verification of driving license registration.
    2. After adding the address of residence or employment, the highway supervision authority will use the residence or employment address to deliver various notices of convenience service and legal administrative documents issued according to Road Traffic Management and Penalty Act.

  • How will the driving license management system for elderly drivers be implemented?

    1. The objects for the elderly drivers’ driving license management system are the “drivers who are 75 years old after implementation” and the“drivers who are more than 75 years old and involved with violations or license suspension after implementation date”. Other than passing health examination as one of the reviewing method, drivers also need to pass “cognitive function testing” or submit “certificate of not suffering from moderate dementia or above” before they are allowed to renew a driving license for automobile (motorcycle) with a validity of three years.
    2. For those who failed to pass health examination or cognitive function testing, it means that there will be concern on road safety due to physical and mental conditions of the drivers’ and therefore, the driving license will not be renewed.
    3. If drivers over 75 years old fail to deal with license renewal according to the regulations and are stopped and reporter by the police, a fine of NT$1800~3600 will be imposed due to driving with overdue driving license according to Article 22 of Road Traffic Management and Penalty Act. Drivers will then be forbidden from driving and the license will be withheld.

  • Do I need to pay land value increment tax on the purchased price through negotiation?

    According to Article 11 of Land Expropriation Act, the purchased price through negotiation in market price shall comply with the provision of Article 42-3 in The Equalization of Land Rights Act, that those who voluntarily sell lands to the land acquisition authority in the compensation price for expropriation will be waived from land value increment tax.

  • How can I apply for compensation on private roads already exist?

    Private roads already exist are lands that have been used for a long time and are public facilities. In terms of the handing of private roads already exist, there are a lot of similar roads in the provincial highways system under our authority and a huge budget of expropriation will be required; it is not a budget that the government can afford. Therefore, we follow “Guidelines for Land Acquisition of Private Roads Already Exist Under the Provincial Highways Managed by Highway Bureau, MOTC” to deal with the private roads already exist. The main method of acquisition is through the consolidation into annual engineering projects.

  • What kind of condition is applicable for applicants to require oral test replacing written exam during the automobile (motorcycle) driving license test?

    Written exam can be replaced with oral test. If the applicants are deaf-mutes, sign language can be used instead.
