  • Do I need to pay any service fees if I pay a fine via telephone transfer?

    If you use a credit card, you will be charged no more than NT$20 for each payment. If you use a debit card, you will be charged no more than NT$15.

  • How can I apply for the change of equipment, color, type, and seat on the automobile or motorcycle?

    Required documents:

    1.Registration modification form for automobiles and motorcycles that pass the inspection.

    2.Vehicle registration certificate.

    3.Compulsory automobile liability insurance certificate (with validity more than 30 days).

    4.New vehicle license registration form.

    5.Unified invoice (not applicable to the change of vehicle color).

    B.Place of application:

    Please pay for inspection for change registration at the vehicle testing room in the highway supervision authority to carry out vehicle inspection. After passing the inspection, please go to the counter for change to deal with the application.

    C.Fees:

    Vehicle registration fee for automobile (trailer): NT$200 and NT$150 for motorcycles. Vehicle inspection fee: NT$450 for small vehicles, NT$600 for large vehicles, and NT$200 for motorcycles

    D.Notes:

    1.Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel fee (please enclose payment receipt if it has been paid within the past two months).

    2.The vehicle registration modification shall be completed within one month after passing the inspection for change; if it is overdue, the inspection shall be done again.

    3.According to the provision of Compulsory Automobile Liability Insurance Act, no change on the registration will be allowed if the validity of compulsory automobile liability certificate is less than 30 days.

    E.Regulations for the modification on the vehicle equipment:

    1.Items that are not allowed to be modified on the vehicle equipment specification:

    Chassis equipment:

    1)The position of the steering wheel.

    2)Transmission system equipment: It refers to the gear type, drive method, transmission box, and gearbox.

    3)Braking equipment: It refers to the type of braking (master cylinder, slave cylinder, and oil piping) and anti-skid brake system.

    4)Suspension system: It refers to supporting arm, swinging arm, and linkage mechanism.

    5)Wheelbase specification.

    Engine equipment: It refers to machinal or turbo system and nitrogen introduction equipment on the engine.

    Bodywork equipment:

    1)Light decoration attached on the outer of bodywork.

    2)Color-sprayed vehicle lamp or with adhesive paper attached.

    3)Other items that are approved by the competent authority.

    2.Motorcycle equipment specification that is not allowed to be modified:

    1)Engine equipment: It refers to machinal or turbo system and nitrogen introduction equipment on the engine.

    2)Bodywork equipment: Color-sprayed vehicle lamp or with adhesive paper attached.

    3)Quantity of exhaust pipe or the installation location on the left and right sides.

    4)Other items that are approved by the competent authority.

    3.Requirements or testing standards for the change of vehicle equipment specification:

    It should follow the provisions on Attachment 15 of Regulations of Road Traffic Safety.

  • After the compulsory acquisition of my land by the government, how can I apply for the expropriation of the remaining land?

    According to Article 8 of Land Expropriation Act, you can apply to the municipal or county (city) competent authority for Joint expropriation of the remaining land after expropriation cannot be put to reasonable use because its area is too small or its shape is not intact or the remaining constructional improvement cannot be used for comparable purposes within one year from the date on which expropriation is publicly announced. Any such application will be rejected past the aforementioned time period.

  • How can the original vehicle owner (the seller) apply for revocation against vehicle ownership transferring resistance if the buyer didn’t carry out transfer registration after the vehicle has been transferred?

    Required documents:
    1. The seller’ s original copy of national I.D. card (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
    2. Seal.
    3. Original new vehicle license plate registration form.
    4. Newspaper used for notice or delivered legal attest little through post office for transfer registration.

    3. If the buyer still doesn’t carry out transfer registration one week after the notice posted on the newspaper or after the legal attest little through post office (must be confirmed the delivery), the original vehicle owner (the seller) can apply for revocation.
    4. The revocation against vehicle ownership transferring resistance must be handled at the local motor vehicles office that the vehicle registered.

  • How can I apply for license plate cancellation for stolen vehicle or motorcycle?

    1. Original copy of vehicle owner’s national I.D. card (or military services I.D. card or alien residence permit), and photocopy is acceptable for application by post (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
    2. Seal (only applicable to cross-district application).
    3. Vehicle registration certificate.
    4. Original new license plate registration form.
    5. Proof of vehicle stolen report issued by the police.

    C. Notes:

  • Does any other country also use similar cognitive function testing to monitor elderly drivers’ driving licenses?

    Yes. Japan has fast and serious population aging issue. In 2014, the ratio of the elderly causing accidents was enhanced to 20.4% and drivers over 65 years old accounted for 1/5 of the accidents. In order to reduce the driving risk of the elderly, Japan started to implement seminar preparation check on drivers more than 75 years old who apply for license renewal, specifically cognitive function testing.

  • What are the fees for equipment inspection and registration for modifying the vehicle that has been issues license plate with wheelchair area installation?

    1. Large vehicle inspection fee: NT$600
    2. Small vehicle inspection fee: NT$450
    3. Vehicle registration fee: NT$200
    4. Vehicles that failed to pass inspection will be exempted from re-inspection fee if the first re-inspection is carried out within 7 days after the original inspection date. For the rest, a fee for re-inspection will still be imposed.

  • How can I renew my expired automobile (motorcycle) driving license?

    General driving license and motorcycle driving license that are newly-issued or have been granted on or before July 1st, 2013 will be exempted from renewal. (Foreigners who have not obtain alien residence permit, people from Mainland China, residences in Hong Kong or Macau or nationals with no household registration in the Taiwan area who obtain driving license in our country, and those who are punished permanently prohibited from driving license test apply for re-test and obtain one-year driving license shall maintain the regulation of periodic renewal. )
    1. Required documents:
    1) Original copy of any of the following identity documents:
    National I.D. card, Military I.D. card, alien residence permit or another valid driving license. (Photocopy will be acceptable if the applicant submits the application in person.)
    2) The obtained driving license.
    3) One one-inch color photo with glossy single-color background, without wearing hat, with clear facial features, bust shot, and was taken within past 2 years. Do not use image synthesis.
    2. Fee: Driving license fee: NT$200.
    3. Notes:
    1) Please pay off any outstanding fine for violations or road safety seminar penalties before applying for license renewal.
    2) If the professional driving license is due for the date of reviewing, please deal with the driving license reviewing at the same time.

  • How can I apply for the change of address on the driving license?

    1. Required documents:
    1) Original copy of national I.D. card or household registration certificate (plus other photo identity documents, such national health insurance card, passport, military I.D. card or driving license) or original copy of alien residence permit.
    2) The obtained original copy of driving license.
    3) For change application by post, please provide one photocopy of front side and back side of driving license for the supervision authority to write down the new address according to I.D. provided on the column of “address change” on the photocopy of the driving license.
    2. Bring all the required documents to the service desk at the highway supervision authority, pick up a number and wait for your turn, or submit the application by post.
    3. Notes:
    1) Please pay off the fines if there is any violation of road traffic management.
    2) License renewal will be required if the column of “address change” on the back of the driving license is full and please pay NT$50. An additional fee of NT$200 for license renewal will be imposed if the driving license is due.
