There are four main points for the promoting road test on small vehicle driving license:
1.Changing traffic environment.
2.It is expected to change nationals’ independent driving competence and confidence after obtaining the license as well as the general situation of afraid of driving on the road.
3.It is to make sure the driving license in our country in line with the international standards due to the current trend in the approach of “equality and mutual benefit” and “mutual recognition” on driving licenses taken by many countries in the world. The small vehicle driving license tests in most advanced countries carry out road test, like USA, Australia, Japan, Singapore, and South Korea. Germany, Portugal, and Austria decided to not offer us the treatment of driving license exchange because road test is not implemented for license test in our country.
4.It is expected to enhance overall road safety and correct bad driver’s behaviors, such as running the red light, forcibly crossing the railroad crossing, speeding, making a turn or changing lane without using turn signal, and failing to open the door in two-stage when getting out of the car. We hope to guide the teaching at driving schools through road test and correct bad driver’s behaviors.

There are two parts for new “field test + road test”.
1.Field test: The basic driving competence tests in the field test are still retained, such as reversing into a garage, parallel parking, driving forward and reversing on a s-shaped path, railroad crossing, gearshift stability test, and going up and down the ramp. In addition, checking before driving and actions before starting to drive are added in order to urge drivers develop good habit.
2.Road test: It is a test of driving on an actual road. The purpose is to make sure drivers follow traffic regulations and enhance driver’s defensive driving awareness. The subjects of test include intersection, zebra crossing, pulling over temporarily by the roadside, driving on the lane, changing lane, making a turn at a crossroad, making a U-turn, and compliance of traffic rules.

Jenshui Tunnel is located between Hejen and Dachingshui with a length of 2.9 km, and it is not a long tunnel and is the last part of Suhua Highway Improvement Project. Considering the factors of geology, environmentally sensitive area, and the matching alignment between new and old Provincial Highway No. 9, the tunnel is designed as single hole with dual lane in order to reduce the area of excavation and decrease the impact toward environmentally sensitive area. The section between Hejen and Dachingshui is not over three kilometers in length, and the layout of lanes is one fast line and one slow lane in both directions to separate different types of vehicles. Therefore, motorcycles are allowed in Jenshui Tunnel. For road safety, the speed limit on this section is 50 km/ per hour.

Highway Bureau, MOTC started to select some good driving schools to promote and run the pilot road test and the 2nd stage pilot road test was implemented from March 1st, 2016. The license test of “field test + road test” was formally implemented from May 1st, 2017.

If the hearing loss on the better ear after correction is 90 dB or above for those who have hearing impairment, they can only apply for motorcycle driving license and small vehicle driving license.

Considering actual road test is the common approach used by many countries in the world for automobile driving license test, and the current field test used in our country finds some drivers are still lack of the confidence of driving on the road after passing the test and obtaining the license. Highway Bureau, MOTC starts to introduce actual road test to the license test in stages from December 2011. From March 1st, 2016, road test has been included as one of the license test methods. Other than the current field test, Highway Bureau encourages the public choosing the actual road test.
Road test includes current field test and driving on the actual road. According to the pilot tests, drivers who participate in road test are relatively more confident in driving on the actual road after obtaining the driving license.

1. Required documents:
1) Original copy of national I.D. card or one photocopy of front side and back side of the I.D. card.
2) The obtained professional driving license.
3) Two 2-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
4) One “ordinary vehicle driving license registration form”.
2. Application procedure:
1) One “ordinary vehicle driving license registration form”.
2) If the professional vehicle driving license is due for reviewing and is revoked for ordinary vehicle driving license, health examination can be waived.
3) If the professional vehicle driving license is overdue but the overdue is less than one year, no need to submit health examination. The general driving license will be issued after paying off the fines.
4) Bring all the other required documents to the service desk at highway supervision authority; take a number and wait for your turn.
3. Fee: NT$200
4. Notes:
1) If the professional vehicle driving license is overdue to reviewing for more than one year and the driving license is revoked, applicants can apply for ordinary vehicle driving license in the same type of vehicle with the experience in professional driving.
2) For exchanging professional driving license for ordinary driving license, the license will be issued without reviewing procedure if the professional driving license is within the reviewing date. If it is over the appointed reviewing date but less than one year and is not involved with any reviewing extension specified on Article 54 of Regulations for Road Traffic Safety, a fine of NT$300 will be imposed without needing reviewing application. The ordinary driving license will be issued after paying off the fine.

Required documents:
1. Original copy of national I.D. card or alien residence permit.
2. Original copy of the obtained driving license (within expiration or reviewing before overdue).
3. Copy of passport (or name in English provided; it has to be the same as that on the passport).
4. Two 2-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.
5. Driving license fee: NT$250.

Required documents:
1. Original copy of vehicle owner’s national I.D. card (or military services I.D. card or alien residence permit) (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
2. Vehicle registration certificate.
3. Two license plates.

Please deal with it at the counter for change in the highway supervision authority.
C. Notes:
1. Companies and establishments that submit photocopies of above documents for verification must provide a copy of the latest business tax payment certificate.
2. Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel tax (please enclose payment receipt if it has been paid within the past two months).
3. Suspension of use shall not exceed one year, and please apply for license plate revocation when overdue.
4. If the date of periodic inspection is overdue when applying for suspension of use, an overdue penalty of NT$900 will be imposed.
5. If the vehicle for hand in cancellation is registered with movable property as a guarantee, please deal with the revocation registration of the movable property as a guarantee first.
