  • How can I deal with suspension of use or hand in for cancellation if my vehicle is not in use for any reason?

    Required documents:
    1. Original copy of vehicle owner’s national I.D. card (or military services I.D. card or alien residence permit) (in individual’s name); official letters issued by the competent authority for the approval of the company’s or establishment’s registration (please enclose registration form if it is a company) or registration certificate issued by the competent authority for the company’s or the establishment’s and seal (in the company’s name).
    2. Vehicle registration certificate.
    3. Two license plates.
    B. Place of application:
    Please deal with it at the counter for change in the highway supervision authority.
    C. Notes:
    1. Companies and establishments that submit photocopies of above documents for verification must provide a copy of the latest business tax payment certificate.
    2. Please pay off any outstanding penalty for violation first as well as overdue vehicle license tax and fuel tax (please enclose payment receipt if it has been paid within the past two months).
    3. Suspension of use shall not exceed one year, and please apply for license plate revocation when overdue.
    4. If the date of periodic inspection is overdue when applying for suspension of use, an overdue penalty of NT$900 will be imposed.
    5. If the vehicle for hand in cancellation is registered with movable property as a guarantee, please deal with the revocation registration of the movable property as a guarantee first.

  • What are notes for foreigners registering the test of driving license in our country?

    1.Applying for learner’s permit (not applicable to driving license for motorcycle).

    1)Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).

    2)Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.

    3)One driving license registration form with qualified health examination and physical fitness test.

    i.Please go to public hospitals, public health centers, or hospitals, clinics and groups entrusted by motor vehicles offices for health examination and physical fitness test.

    ii.The result of health examination will be valid for one year.

    4)Fee: NT$100

    5)Applicants must be at least 18 years old.

    2.Automobile driving license test registration.

    1)Required documents:

    i.Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).

    ii.Learner’s permit (experience in learning to drive for more than 3 months).

    iii.Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.

    iv.One driving license registration form with qualified health examination and physical fitness test.

    v.Registration fee: NT$450

    Driving license fee: NT$200

    2)Notes:

    i.Applicants who apply for general driving license test must be at least 18 years old (other than foreign spouses, foreigners are forbidden to apply for professional driving license).

    ii.Driving license will only be issued after passing both written exam and road test. For those who fail written exam or road test, they have to wait for 7 days before submitting the application again.

    iii.The results of health examination and written exam will be valid for one year.

    3.Motorcycle driving license test registration.

    1)Required documents:

    i.Identity documents (foreigners and people from Mainland China area, Hong Kong or Macau should submit staying permit or residence permit for more than 6 months).

    ii.Three one-inch color photos with glossy single-color background, without wearing hat, with clear facial features, bust shot, and were taken within past 2 years. Do not use image synthesis.

    iii.One driving license registration form with qualified health examination and physical fitness test.

    iv.Registration fee: NT$250

    Driving license fee: NT$200

    2)Notes

    i.Applicants must be at least 18 years old.

    ii.Drivers who have granted vehicle driving license can ride light motorcycle.

    iii.Driving license will only be issued after passing both written exam and road test.

    a)Drivers with valid  light motorcycle driving license can be exempted from written exam when they apply for general heavy motorcycle driving license (with a cubic capacity exceeding 50 cm³ and less than 250 cm³).

    b)To register large heavy motorcycle (with a cubic capacity exceeding 250 cm³) driving license test, applicants must be at least 20 years old, completing the training at a legal driving training institution, and pass physical fitness test.

    iv.For those who fail written exam or road test, they have to wait for 7 days before submitting the application again.

    v.The results of health examination and written exam will be valid for one year.

  • When can I collect the compensation fee?

    According to the regulation, the compensation fee shall be issued within 15 days after the expiration of acquisition announcement. Therefore, the relevant municipal or county (city) competent authority will send a written notice for the time and location of compensation collection after published the information of acquisition.

  • What are the contents related to the elderly health examination and cognitive function testing in the current plan?

    There should be a reviewing standard for driving license in place to evaluate whether the elderly’s physical or mental conditions are suitable for driving or riding. Therefore, health examination and cognitive function testing will be carried out.
    1. Health examination: It includes visual test, color vision, hearing, and mobility on arms and legs; all shall meet the regulations.
    2. Cognitive function testing: It is used to understand drivers’ three abilities and the testing procedures are as below:
    Procedure 1: Correct cognitive ability towards time; answer the day, date, month, and year of the testing date as well as the testing location. There are five questions; to pass the test, more than 4 correct answers are required.
    Procedure 2: Short-term memory and thinking ability
    □ The applicant will be shown 10 images and the examiner will read out the name of each image one after another.
    □ Put away the images and wait for 2 minutes.
    □ The applicant will be asked to state the names of the images shown. It doesn’t need to be in particular order.
    □ To pass the test, at least names of three images should be given.
    Procedure 3: Test on judgment and ability of working hands and minds together; draw the appointed time on the clock. There are 7 items for assessment. To pass the test, the applicant shall obtain more than 4 points.
    ※Procedure 1 and 2 will be answered by the applicant orally and the examiner will record the answer given by the applicant. Procedure 3 shall be drawn by the applicant. To pass the cognitive function testing, it required to pass all of the three tests above. The total testing time will be less than 30 minutes.

  • What can I do if I am not satisfied at the compensation?

    According to Article 22-2 of Land Expropriation Act, if an interested person has objection over the amount of compensation, he may, within thirty (30) days from next day following the expiration of the public expropriation announcement period, raise the objection by submitting a written statement to the municipal or county (city) competent authority. Upon receiving such an objection, the municipal or county (city) competent authority shall forthwith investigate the matter and notify the interested person of the findings and decision made thereon in writing.

  • How can I apply for resumption of use on the vehicle that is registered suspension of use?

    3. Vehicles with due (overdue) periodic inspection when applying for resumption of use or vehicles that have been suspended of use for more than 3 months shall pass inspection first.
    4. Vehicles that have been suspended of use for more than one year shall deal with license plate revocation when applying for resumption of use first and then carry out inspection again before applying for reissuance of license plate.
    5. According to the provision in the Compulsory Automobile Liability Insurance Act, no resumption of use can be carried out if the validity on the insurance certificate is less than 30 days.

  • Why is Suhua Highway a general provincial highway but does not allow motorcycles to access?

    The total length of Suhua Highway Improvement Project is 38.8 kilometers. Although it is a general provincial highway, there are 8 tunnels, with a length 24.5 kilometers in total, and it accounts for 63% of the whole highway. Among them, there are 4 tunnels with a length of 3 kilometers or more, and it accounts for 53% of the whole highway. Guanyin Tunnel and Gufeng Tunnel are connecting to each other, and the total length of the two tunnels is 12.6 kilometers. Compared with general provincial highway, Suhua Highway Improvement Project consist various tunnels. On top of that, it opens to large truck, making the types of vehicles using the highway a lot more complicated than Xueshan Tunnel on National Freeway No. 5. Considering there is only one lane, the most important topic when Suhua Highway Improvement Project is underway is the road safety in tunnels.
    With the condition of only one lane on both traffic direction on Suhua Highway Improvement Project, as well as the consideration of ventilation, temperature, Suhua corridor accident prevention, vitalization and development of the existing settlement on Suhua Highway, and transportation flow of passenger and cargo vehicles, it is planned at the design stage that the types of vehicles can use Suhua Highway Improvement Project are small vehicles, large passenger vehicles, large trucks (including semi-trailers). In terms of motorcycles, due to the ratio of large truck in the total vehicle types on Suhua corridor (around 15% on March 9th, 2020 (Monday)) as well as the light and road environment in the closed environment of tunnel over 3 kilometers are not as good as that on general road, we take into account the high risk of motorcycles mixed in the traffic flow with large vehicles on the single lane in the long tunnel and motorcycles are relatively vulnerable in protection measures among carriers. Therefore, the conclusion is that no motorcycles shall be allowed on Suhua Highway Improvement Project, except for the section of “Hejen to Dachingshui”.

  • Can I apply for light motorcycle driving license when I am 16 years old?

    According to Article 60.1.1 of Regulations for Road Traffic Safety, applicants who apply for ordinary driving license or motorcycle driving license must be at least 18 years old. Currently, there is no regulation about lowering the limitation on age.

  • The current applicable objects for the elderly drivers’ driving license management system are the drivers more than 75 years old. How is it defined?

    1. According to the statistics done by National Police Agency:
    1) A1 accidents (causing death at site or within 24 hours) between 2009 and 2013: Seniors more than 70 years old occupied the highest proportion among the age groups of the death.
    2) A2 accidents (causing injury or death after 24 hours) in 2014: Drivers between 75 years old and 80 years old occupied the highest proportion.
    2. The prevalence rate of dementia according to the statistics done by Taiwan Alzheimer's Disease Association:
    1) 3.4% for age group between 65 and 69 years old, 3.46% for the age group between 70 and 74 years old, and 7.10% for the age group between 75 and 79 years old.
    2) The prevalence rate of dementia at 75 years old is around 2 times of that at 65 years old.
    3. Regulations of driving license management in the advanced countries and nearby countries: The ages defined in the driving license management for elderly drivers in Japan, South Korea, Singapore, Australia, U.S.A, and Canada vary among 65, 79, 75 and 80 years old. In Japan, drivers over 75 years old will have to participate in cognitive function testing.
    4. Highway Bureau invited medical circles, traffic safety experts, and scholars to hold 4 sessions of national public hearings for discussion. With the research, analysis and suggestions done by Taiwanese Society of Psychiatry, the final conclusion for the objects are drivers at 75 years old or above.

  • What is the level of alcohol concentration (mg) in the air exhaled by a car driver that, if exceeded, will affect safe driving as described under Article 35 of the Road Traffic Management and Penalty Act?
