Anyone who rides light or heavy motorcycle on the road without driving license will be punished driving without license. Everyone knows that driving license test shall be applied for and handled at the motor vehicles office. Although all the procedures of driving license test registration can be done in one go from filling the form, health examination, registration, written exam, road test, and collecting the license, people who live in rural area or away from the office for more than 30 km will need to spend nearly a whole day, especially each county or city only establishes one motor vehicle office (some of them have branch offices). In the era that recognizes “time is money”, it is not cost effective in terms of time and money if they fail to pass the test and need re-test. For motor vehicles office, providing “deliver-service-to-you” for rural license test service not only release the working pressure on license test caused by the venue, facility and insufficient personnel but also the rural service meets the public’s demands. It shows the government takes the initiative to offer the greater convenience to the public and always stand together with the public.

Motor vehicle offices and stations have implemented rural motorcycle driving license test service for many years to facilitate local public; it has outstanding performance and has won a lot of positive feedback. During the process of implementation, we constantly collect the feedback and suggestions from the public as well as carry out discussion for improvement. We continue working on the simplification:

  1. In the beginning of implementation, we focused on the towns away from the motor vehicles offices or stations for more than 30 km as the target of our service. WE coordinated with local public service stations to supervise illiterate persons for the license test. We dealt registration locally, sent all the documents to motor vehicle offices or stations to review, and appointed personnel to the local area for carry out license test. We made it available to the public and accept people to register the test at site.
  2. Due to the overwhelming response from the public in the rural area, Highway Bureau canceled the limitation on the distance over 30 km. As long as the public in the competent area achieved the number of people required and an application was submitted, we would arrange personnel for the rural license test service.
  3. Followed by the cooperation with towns, we now expand it to companies, factories, or groups in the competent area with more than 30 people registered for the test will be assigned personnel for the test. That is, it is not restricted in the mileage for the arrangement of the test.
