      • The Ministry of Foreign Affairs provided the following information to serve as a reference for citizens who wish to drive a private car when traveling overseas. Citizens who plan to drive in the reciprocating countries or regions should also contact the local department of motor vehicles (DMV).
      • The information can be offered as a reference to domestic highway inspection departments to determine whether a foreign international or domestic driver’s license can be converted to a Taiwan domestic driver’s license on the basis of reciprocity.
      • People with an international driving permit(IDP) should take the driver’s license test as well in order to receive a valid domestic driver’s license. Only people with an IDP issued by reciprocating countries and staying in the country fewer than 30 days can drive without additional permission. If foreigners wish to stay more than 30 days they should fill out the IDP permit application form and submit it to the highway inspection department. The longest validity for an IDP permit is one year. If the permit validity date is shorter than one year, the validity shown on the license or document applies. After expiration, permission to drive ends.

    • Driver’s License Test (Health and Physical Examination):
      • Public hospitals, health centers and clinics recognized by the motor vehicles supervision office (station).offer required health and physical examinations.
      • The motorcycle road test does not require a physical examination.
      • If you pass the health and physical examination when applying for the learner’s license, you don’t need to have another health and physical examination for one year.
    • Required Documents to Apply for a Learner’s Permit:
      • ID card
      • Three 1 -inch color photos with a plain background, showing clear facial features and no headgear, taken within the past 2 years. Photomontages are not allowed. Include with the health & physical examination form.
      • License application form (with required health and physical condition check).
      • Applicants should be a least 18.
    • Motorcycle Road Test:
      • Please prepare the following:
        • Documents:
          • Residents (with household registration): Please submit resident ID card, military personnel ID card, or a valid driver's license.
          • Foreigners and overseas Chinese: Please summit a valid visa or resident certificate (permitting stay of more than 6 months), such as the Alien Resident Certificate.
          • Citizens of Mainland China (including spouses from Mainland China): Please submit a valid visa or resident certificate (permitting stay of more than one year).
          • Foreign spouses: Please submit a valid visa or residence certificate (permitting stay of more than  6 months), such as the Alien Resident Certificate or resident ID card.
          • Citizens of Hong Kong or Macau: Please submit a Certificate of Entry/Exit (permitting stay of more than one year), such as a residence certificate.
        • Three 1-inch color photos with a plain background, showing clear facial features and no headgear, taken within the past 2 years. Photomontages are not allowed. Include with the health & physical examination form.
        • License application form (with required health and physical condition check).
        • Application fee: General heavy motorcycle NTD250, light motorcycle NTD250, license fee NTD200.
      • Notes:
        • Applicants should be at least 18 to apply for the general motorcycle driver’s license.
        • Applicants should be at least 18 and no more than 60 to apply for a professional driver’s license.
        • The validity for health and physical certificates along with written tests is one year.
    • Application Requirement for the Driver's License Tests:
      • Before taking the general driver’s license test, applicants should have more than three months learning experience.
      • Before taking the professional driver’s license test, applicants should have more than six months learning experience or have held a general driver’s license for more than three months.
    • Driver's License Conversion:
      • Note: Should be conducted within one year after entry.
        • ID documents (original and duplicate):
          • ROC citizens with household registration should submit a residence ID card or military personnel ID card.
          • Foreigners, residents of Mainland China, or citizens without a household registration should submit a valid visa or residence certificate (permitting stay of more than one year).
          • Residents of Hong Kong or Macau should submit a Certificate of Entry/Exit (permitting stay of more than one year). Since January 1, 2005, Hong Kong or Macau residents should submit a residence certificate (permitting stay of more than one year).
        • Three 1-inch color photos with a plain background, showing clear facial features and no headgear, taken within the past 2 years. Photomontages are not allowed. Include with the health & physical examination form.
        • Original passport and a copy.
        • An official valid foreign driver’s license and copy (exam is required).
        • License application form (with required health & physical condition check).
      • Fee:
        • Application fee: NTD200
      • Notes:
        • If the driver’s license is in a language other than English, applicants should submit a Chinese translation as well. The translation should be verified by an overseas embassy, foreign affairs office or institute, or a Taiwanese notary public.
        • Executive Yuan-designated institutes or civic groups should verify driving permits issued by Mainland China. Residents from Mainland China should take and pass a written test to receive the converted driver’s license.
        • Executive Yuan-designated institutes or civic groups should verify driving permits issued by Hong Kong or Macau.
        • Driver’s licenses issued by other countries or regions should be verified by the overseas embassies, the foreign affair offices or institutes, other Ministry of Foreign Affairs authorized institutes, foreign embassies in Taiwan, or the foreign offices authorized by foreign governments or regions and consented by the ROC Ministry of Foreign Affairs.
        • According to the Ministry of Transportation and Communications, the principle of conversion of the motorcycle driver’s license among reciprocating countries is: If the issued country does not categorize motorcycles by emissions or horsepower, applicants can apply for the general heavy motorcycle driver’s license by following the above regulations. If applicants can also submit a certificate showing 32 hours of large heavy motorcycle training, they can convert the license into a large heavy motorcycle driver’s license.
