Taipei City Motor Vehicles Office Conducted an Inspection at Long Lai Transportation Enterprise Co., Ltd. for a Tour Bus with License Plate Number 889-YY Accident

Following the tour bus accident involving Long Lai Transportation Enterprise Co., Ltd. (hereinafter referred to as Long Lai Transportation Company) with license plate 889-YY, which occurred at 7:14 PM on March 11, 2024, as the bus departed from the Kang Chiao International School (KCIS) Xiugang Campus and overturned while traveling towards the Xinyi District direction via the Wenshan Tunnel in Wenshan District, Taipei City, the Taipei City Motor Vehicles Office conducted a safety management inspection at Long Lai Transportation Company this morning (March 12).


In this accident, the tour bus with license plate 889-YY belonging to Long Lai Transportation Company, manufactured in March 2014, had a valid vehicle registration. Its most recent inspection was conducted on January 26, 2024, with the next scheduled inspection due on August 13, 2024. The vehicle has had eight violations in the past six years. The driver's license is also valid, with two violations in the past six years, all of which have been resolved.


The inspection results today indicate that the company conducts monthly self-inspections as required, and both vehicle and driver management comply with regulations. However, it was found that the company failed to provide educational training to the new driver named Lin, who joined the company on February 5, 2024. This oversight resulted in a major traffic accident on March 11, 2024. Consequently, the company was found to have failed to fulfill its responsibility in managing the driver effectively. Therefore, the Taipei City Motor Vehicles Office will impose a fine of NT$20,000 and suspend the license plate of the accident vehicle for one month, as per the provisions of Article 77, Paragraph 1 of the Highway Act, Article 19 of the Regulations for Automobile Transportation Operators, and the standards for judgment of failure to fulfill management responsibilities in violation of Article 77, Paragraph 1 and Article 47 of the Highway Act. Additionally, the Taipei City Motor Vehicles Office has requested the company to complete the inspection and repair of the vehicle to the same model as the one involved in the accident, before resuming operations.


In the future, the Taipei City Motor Vehicles Office will adjust the company's evaluation level to "not listed" based on the police's determination of liability for the accident. Weekly inspections will be conducted at the company's operating locations in March, gradually transitioning to monthly inspections based on the effectiveness of improvements. Furthermore, the office will collaborate with the Taiwan Transportation Safety Board to conduct accident investigation-related operations. If any further violations by Long Lai Transportation Company are found, appropriate penalties will be imposed as per regulations.


The Taipei City Motor Vehicles Office emphasizes that safety is paramount for a safe journey home, and it will intensify supervision to ensure that transportation companies effectively manage the safety of their professional drivers, thereby upholding road safety standards.
