A vehicle overturn accident occurred at the 102.2K spot of the Taiwan 2 Line, Gongliao-Gui'an area at 10:57 a.m, October 12, 2023.The vehicle was carrying sodium hypochlorite solution (raw material of bleach) and the accident resulted in a single line two-way allocate traffic on the Taiwan 2 Line (blocked in the direction of Yilan). After our Keelung district maintenance office, the police and firefighting departments arrived at the scene to deal with it, since the sodium hypochlorite solution is alkaline, chemical tankers were urgently dispatched to pump out the liquid in order to avoid secondary environmental pollution. It took more than 6 hours to successfully eliminate the accident and restore normal traffic on the road.

Large vehicle overturn accidents not only cause traffic jams but are also likely to cause casualties and environmental pollution. According to the provisions of Article 30, Item 1, Paragraph 2 of the Road Traffic Management Punishment Regulations, if the goods contained leakage, scattering or have a foul smell, the driver of the vehicle will not only be fined between NT$3,000 and NT$18,000 but also be ordered to make corrections or be prohibited from passing. If the goods fall on the road, in addition to being reported, banned and causing a loss of money in the wallet, if it endangers the safety of the vehicle behind it and causes a traffic accident or damage to other road users, the driver will also have to bear the loss of the vehicle behind him/her. As for the damaged road public facilities, our Keelung district maintenance office will impose a fine on the perpetrator in accordance with Article 72, Item 1 of the Highway Law, and repair costs will be recovered.

The Highway Bureau appeals all types of truck drivers to check whether the loaded items are fastened tightly, covered completely and leak-free before driving. It also appeals road users not to drive illegally, over speeding, cross double yellow lines randomly or eave anything to chance in order to avoid affecting driving safety and suffering penalties.
