The Kee-Fu Highway of Taiwan 2-C Line originates from Nuannuan District of Keelung City, passes through Pingxi and Shuangxi Districts, and ends in Gongliao District of New Taipei City. It is the main road to the northeast corner. Since the Kee-Fu Highway crosses two local government administrative districts, the highway main facilities are managed by the First District Maintenance Engineering Office of the General Directorate of Highways, MOTC and the establishment of traffic control facilities is coordinated and handled by the highway management authority and the local government, according to the decree about the set and management of highway auxiliary facilities. The Kee-Fu Highway Dongshi Street belongs to the administrative districts of the Keelung Municipal Government. Since its opening to traffic in 2014, the traffic signal facilities have been controlled and managed by the Keelung Municipal Government, and the First District Maintenance Engineering Office is responsible for the maintenance of road signs and markings.

      The Kee-Fu Highway was originally reserved to set up with pedestrian crossing facilities at the intersection of the roads in early years. In July this year, pedestrians had an accident at the section of the road where there is no pedestrian crossing line , next to No. 77, Dongshi Street. However, the signs and marking facilities are still complete according to the survey results at the spot, conducted by our Keelung district maintenance office and the Police Bureau of the Keelung Municipal Government.

      In this case, the local people's representative proposed to set up pedestrian crossing lines and signal facilities at the accident spot. In Mid-August, 2023, The First District Maintenance Engineering Office invited relevant bureaus of the Keelung Municipal Government to evaluate the need for pedestrian crossing facilities at the intersection and whether they will comply with the regulations of sign installation. We also negotiated and clarified the subsequent maintenance rights and responsibilities of the traffic control facilities to eradicate the potential hazards of pedestrian crossings on the Kee-Fu Highway.
