In accordance with the “Tunnel Accident and Comprehensive Disaster Response Plan for the Suhua Highway Improvement Sections of Provincial Highway 9”, the Eastern Region Branch Office, Directorate General of Highways, Ministry of Transportation and Communications (MOTC) has scheduled the routine joint disaster response drill for Q3 2023 to be held on August 23 and 24. The drill will be conducted at night, and simulates a situation where two small passenger vehicles rear-end a large truck and catch fire in the southbound lane of the Guanyin Tunnel on Suhua Highway (accident location: 130.5K mark of Provincial Highway 9, between Emergency Lanes 4 and 5). The drill also involves activating self-defense firefighting and accident response teams, as well as mobilizing emergency response units from the police and fire departments. The objective is to assess the notification, coordination, and mobilization capabilities of the highway maintenance and joint disaster response units, thereby validating the effectiveness of the joint response system and disaster preparedness. To ensure the safety of road users and joint disaster response units during the drill, Guanyin Tunnel and Gufeng Tunnel will be subject to two-way traffic control measures and closure. Motorists are asked to plan their journeys accordingly. If you happen to travel through the closed section, please follow the detour and use Provincial Highway 9D (Old Suhua Highway).

Controlled Section: The Nanao–Heping section of Suhua Highway (Provincial Highway 9) will be closed in both directions.

Pre-drill Closure: August 23, 2023 (Wednesday) from 19:00 to 21:00.

Official Drill Closure: August 24, 2023 (Thursday) from 19:00 to 21:00.

The Eastern Region Branch Office, Directorate General of Highways, MOTC urges motorists to visit the Eastern Region Branch Office’s website (https://thbu4.thb.gov.tw) before traveling and browse the “Suhua Highway (Provincial Highway 9) Opening Promotion” section for relevant driving safety information. Please make use of the Provincial Highway Real-Time Traffic Info system of the Directorate General of Highways and listen to broadcast messages. We wish you a safe journey.
