Starting from July 1st this year (2023), the Ministry of Transportation and Communications is enacting a revised Article 39 of the Road Traffic Safety Regulations to prevent secondary collisions when drivers or passengers exit a vehicle after an accident in low visibility conditions. This amendment mandates the inclusion of reflective clothing (vests) as a compulsory item in the vehicle license application process. All vehicles applying for a license must be equipped with reflective vests that meet the National Standards of the Republic of China, CNS15909.
In the event of a vehicle breakdown or other emergency on a highway where the vehicle has broken down or cannot be moved, a vehicle breakdown sign should be placed at a distance of at least 100 meters behind the vehicle. By wearing a reflective vest before exiting the vehicle and placing the triangular breakdown sign, visibility can be significantly increased. It reminds other road users to exercise extra caution and avoid further collision and accidents.
