The Ruibei section at the 250K mark on the East Rift Valley Highway of Provincial Highway No. 9 is part of the inspection section of the East Rift Valley Highway of Provincial Highway No. 9 Safe Landscape Boulevard Project. It is the first provincial highway in Taiwan designed on the principle of “Landscape First.” Differing from the road widening and improvement thinking of the past, the road widening and improvement is carried out based on the four major aspects of “safety, landscape, people, and ecology.” The central green belt can enhance the visual landscape effect. Recently, plants native to Taiwan have been planted along this section of the road, and the blooming scene has been appreciated by many motorists. The widening of this road section was completed on August 12, 2019. Boundary stones aligned with the road surface were installed on the central green belt. To ensure road safety, after surveying with relevant units, the Yuli Branch has installed delineators for the boundary stones on the central green belt to guide and remind road users. In addition, warning signs, regulatory signs, info signs and deceleration markers have all been added. Yellow and black twill reflective stickers having been attached to the bottom of street light poles for the road section to provide appropriate info to motorists, improving road safety. Currently, this season has the high chance of rainfall for the East Rift Valley. Although there was no water accumulation on the road after inspection, the road surface is often wet, which reduces the friction between vehicle tires and the road, making it easy for vehicles to hydroplane. Motorists are urged to drive within the speed limit. Regarding the section of the road where the accident happened a few days ago, the relevant authorities were invited to carry out an investigation and it was found that the accident was caused by drunk driving. Later on, the enforcement unit will strengthen the sobriety and speed enforcement for the accident hot spot along this section of road, and install speed cameras. In addition, the highway unit will also add warning facilities such as slow down signs and delineators to remind road users to drive carefully, and check the effectiveness of the warning facilities after completion, serving as a basis for future improvement.
