The Highway Bureau is committed to provincial highway engineering, highway transportation management and highway supervision, simplifying administration and facilitating the people. Required documents:

  1. Two copies of registration modification forms.
  2. Vehicle registration certificate.
  3. Compulsory automobile liability insurance certificate with validity more than 30 days when submitting the application.
  4. Original new vehicle license plate registration form (not applicable motorcycles).
  5. Documents or certificates for changes on vehicles with modified (additional) equipment should be submitted according to Attachment 15 of Regulations for Road Traffic Safety.
  6. Following documents must be submitted for vehicles that have been issued license plate modified to custom-made vehicles for the disabled:
    1. Disability identification and certification.
    2. Proof issued by qualified companies registered with government as automobile and motorcycle industry or automobile and its component manufacturing industry or motorcycle and its component manufacturing industry or are with factory registration certificates, and their main products include assembling and repairing vehicles for the disabled.
    3. Modification instruction (for motorcycles, only wheelchair direct-mounted motorcycles for disabled are required to submit the following). It should contain the information below:
      • Modification drawing (including license plate number, manufacturer, type, year of manufacture, bodywork or engine number, and owner information).
      • Modified location and method (including components and materials used for modification).
      • Modification date.
      • Signature from the person in charge of the company and the person carrying out the modification.
    4. After passing the inspection, it will be granted to modify the registration as the custom vehicle for the disabled. The modified location should be remarked on the vehicle registration certificate (the text for modification can be remarked after the column of Name of Owner).

Place for application:

Pay for the modification inspection fee at the vehicle inspection room in Highway Motor Vehicles Office before vehicle inspection. After passing the inspection, go to the counter for change to carry out registration application.

Fees:

  1. Inspection (reinspection) for large vehicles (including tractors): NT$600
  2. Inspection (reinspection) for small vehicles and trailers: NT$450
  3. Inspection for motorcycles: NT$200
  4. Vehicle registration certificate for vehicles (trailer): NT$200; for motorcycles: NT$150
  5. No reinspection fee will be charged for the vehicle that fail to pass inspection to carry out the 1st reinspection within seven days after the next day of the original inspection date (it is based on day, no limitation for how many times in the same day). For the rest, the inspection fee shall be paid again.

Modification requirements or inspection standards:

It should follow the items listed on Attachment 15 Automobile and motorcycle equipment specification modification requirement in Regulations for Road Traffic Safety.

Key points for inspection:

Focus on whether the modified item inspection and visual-checking items meet the requirements or not. If they pass the inspection, the inspector will affix staff seal and date stamp on the registration modification form.

Items that must not be modified:

The item that must not be modified in the automobile equipment specification:

  1. Chassis:
    • Position of steering wheel.
    • Transmission system equipment: It refers to gear type, drive method, transmission box, and gearbox of the automobile.
    • Braking equipment: It refers to the type of braking action (master cylinder, slave cylinder, and oil piping) and anti-skid brake system.
    • Suspension system: It refers to supporting arm, swinging arm, and linkage mechanism.
    • Wheelbase specification.
  2. Engine equipment: It refers to machinal or turbo system and nitrogen introduction equipment on the engine.
  3. Bodywork equipment:
    • Light decoration attached on the outer of bodywork.
    • Color-sprayed vehicle lamp or with adhesive paper attached.
    • Other items that are approved by the competent authority.

Items that must not be modified on the motorcycle equipment specification:

  1. Engine equipment: It refers to machinal or turbo system and nitrogen introduction equipment on the engine.
  2. Bodywork equipment: Color-sprayed vehicle lamp or with adhesive paper attached.
  3. Quantity of exhaust pipe or the installation location on the left and right sides.
  4. Other items that are approved by the competent authority.
