Rules for Reviewing License Plate Requisition

  1. Please comply with the following rules when applying for license plate on private large passenger and passenger-cargo vehicles in the name of the company’s and establishments:
    1. The application of private passenger license plate uses the number of employees as the issuing standard. The company can apply for a pair of license plate when the employee number reaches 40; that is, every 40 employees for one pair of license plate. The calculation of employee number shall be based on the proof of the average of labor insurance premium calculation sheet in the past three months among the employees participating in issued by Bureau of Labor Insurance. The same rule shall apply when applying license plate for extra vehicles.
    2. For those who apply for private large trucks, a pair of license plate will be issued when it is verified by the highway supervision authority that it is in demand without reviewing the business turnover. However, the application for the extra truck from the second time will be required to submit the business tax bill in the past two months or the past year. A pair of license plate will be issued for every NT$2 million of the accumulated turnover in the past two months or of the average turnover for two months in the past year. If the private large truck that require additional license plate application is with total weight under 10 tons, the standard used to review license plate application will be calculated in half.
    3. For newly-established companies and establishments that are not able to obtain the proof of business turnover in the past two months or the original companies or establishments plan to expand their business but the turnover for the past two months are not able to reach the standard, please submit supporting documents (like proof of registered capital or capital increase, new engineering or business contract, and business plan) for the demand of applying for more private large passenger vehicles and trucks as well as state the reasons. Highway supervision authority will verify the facts before issuing the license plate.
    4. If companies or establishments are not located in the same jurisdiction of highway supervision authority with their factories, the factories shall submit company or business registration certificate, business turnover bill in the past two months, factory registration certificate, and parking certificate for license plate application.
    5. Production, distribution, and consumer cooperative shall submit official registration documents, unified invoice number allocation notice, and annual profit-seeking income tax return according to the demand and follow the subparagraph B above for application.
  2. People’s organization, private institutions, or private school applying for license plate on large passenger vehicles or trucks must be approved by the competent authority and comply with the following rules before the license plate can be granted except the political party in people’s organization:
    1. Political party must submit the proof obtained by its headquarters issued by Ministry of the Interior to confirm the political party or its branch offices have been filed according to law as well as comply with the following rules:
      1. Submitting an application form with information of name of unit, the type of large passenger vehicles or large truck, the purpose of use, and frequent area used.
      2. For the application of private large passenger vehicles, please submit the name list of current staff (employees). A pair of license plate for large passenger vehicle can be issued for every 40 employees. The same rules shall be followed for the application of license plate for extra vehicles.
      3. For license plate for private large truck, it will be limited with one pair.
    2. For application from people’s organizations except political parties, private institutions or private schools, the above rules shall be used as the rules for license plate application.
    3. Religious groups or charity groups that have completed registration according to law can follow the rules on paragraph 1 subparagraph A when applying for private passenger vehicle license plate. However, it is limited with one pair.
  3. For those who work in the industries of agriculture and forestry, fishery, animal husbandry, and aquaculture and meet with the following qualification, they can apply for one pair of license plate for private large truck with total weight under 10 tons:
    1. The applicant has not been issued license plate for private small truck and has valid driving license for large vehicles.
    2. For those who work in agriculture and forestry industry, they shall submit land ownership registration certificate of their cultivated land, pasture, horticulture, and forest farm with area more than hectare or area more than 0.7 hectare with large farming machine.
    3. For those who work in animal husbandry, and aquaculture industries, please submit the proof of legal registration issued by the trade association or competent authority.
    4. For those who work in fishery industry, please submit the certificate of ship registration.
  4. Please comply with the following rules when applying for vehicle license for private passenger vehicles and large vehicles:
    1. Please submit the I.D. card of the owner who owns the land used for parking, the photocopy of land ownership certificate, land registration transcript, and cadastral map transcript as well as parking lot floor plan. However, if the land is rented or in lease, please enclose the lease contract with contract term more than two years.
    2. Parking space shall be prepared for each vehicle, and the area should be one extra meter more than the length and width of the vehicle.
    3. The location of the parking space should be in the location of the company and its branch company, office, and factory or where the county (city) next to it. However, for those who have public engineering contract for more than two years, they can establish the parking space in the county or city that the engineering is located.
  5. License plate for private large passenger vehicles and large trucks applied by government institutions, and the license plate for special vehicles regulated in Article 2.1.7 of the Regulations will not be limited on the rules for reviewing.
  6. When replacing or transferring private large passenger vehicles or large trucks, please deal with license plate hand in for cancellation application. For the reissuance of license plate due to hand in for cancellation, suspension of use or revocation, all the require documents must be re-submitted for reissuance verification. For the merger of the company, the private large passenger vehicles or large trucks can be transferred to the existed company or the newly established company name.
  7. Vehicles that are issued license plate according to the rules for reviewing shall be registered and filed (recorded) according to household for future verification and reference.
  8. The application forms used for companies, establishments or groups to apply for license plate for private large passenger vehicles or trucks are as the attachment.
  9. The application of license plate for private large passenger vehicles or trucks through financial lease should comply with the following rules other than follow the rules above:
    1. Vehicle lessor should submit company or business registration certificate (the business items should include “vehicle lease”), and a copy of lease contract and vehicle renter should submit relevant documents to apply license plate application together to the highway supervision authority in the location of the renter’s.
    2. The terms in the lease contract shall be negotiate and decided by both lessor and renter and the term of the contract shall be at least two years. However, if the parking space that the renter uses is through another lease contract, the term of the parking space lease contract must not be less than the term of the vehicle lease contract.
    3. The highway supervision authority that receives the application shall check the number of vehicles possessed by the vehicle owner and the renter in the vehicle registration data with the name of the renter or the unified invoice number to verify the application.
    4. When the highway supervision authority approves the application, other than sending out the response by post to the applicant, a copy of the notice shall be sent to the highway supervision authority at where the lessor is located for the lessor to register the inspection for license plate collection. The vehicle shall be registered with the name of the renter, unified invoice number, address, contract term, and verification number.
    5. The registration modification application on vehicles with financial lease shall be submitted by the lessor. However, it the items of change are the change of renter’s address or vehicle type, it should be submitted by both parties to the highway supervision authority at where the renter is located together before handling it to the highway supervision authority at where the lessor is located.
    6. If the subject registered by the renter is not existed anymore, the highway supervision authority at the renter’s location shall inform the highway supervision authority at the lessor’s location to deal with it according to Article 32-1, Article 33-1, and Article 33-2 in Regulations for Road Traffic Safety.
    7. When the lease contract is expired, the highway supervision authority at where the lessor is located should deal with it according to Article 32-1, Article 33-1, and Article 33-2 in Regulations for Road Traffic Safety.
    8. Before the expiration of the lease contract, a contract renewal application shall be submitted by the lessor and the renter together to the highway supervision authority at where the renter is located. Highway supervision authority does not need to verify the provision of paragraph 1 subparagraph B and C of the rules for reviewing when approving renewal application. After approval, a copy of notice should be sent to the highway supervision authority at where the lessor is located.
