To strengthen the power of road supervisory agency for checking the autonomous safety management and audit operation of Trucking Carrier, Fixed-route Trucking Carrier, Container Trucking Carrier, the Ministry of Transportation and Communications has announced the amendment of article 104-1 of “Motor vehicle transportation industry management rule”; starting from December 08, 2022, Trucking Carrier, Fixed-route Trucking Carrier, Container Trucking Carrier should be conducted with autonomous checking, and related data should be provided to cooperate with the checking from supervisory organization, however, if this is found not implemented, “Highway Act” can be followed to issue a fine in the range from 9000 to 90000 NT dollars.
This amendment was made in accordance with the requirement from Taiwan Transportation Safety Board, and its main purpose was to legalize the present safety audit operation of road supervisory agency, in other words, the requirement of autonomous checking will be promoted to legal level, meanwhile, the checking of related mechanism of Trucking Carrier, Fixed-route Trucking Carrier, Container Trucking Carrier by road supervisory agency will be strengthened, in other words, Trucking Carrier, Fixed-route Trucking Carrier, Container Trucking Carrier will be asked to fulfill the implementation of all the items in monthly autonomous checking table; they include educational training on driving safety of driver, the requirement of increase of implementation frequency of educational training of driving safety in safety management autonomous checking table for the Trucking Carrier, Fixed-route Trucking Carrier, Container Trucking Carrier; moreover, companies in the industry will be monitored for exact implementation and fulfillment of the requirement of driving safety.
