Major provincial highways and scenic destinations are expected to experience heavy traffic. Travelers are advised to check real-time traffic updates, avoid peak hours, and plan their routes in advance for a smoother journey.</span></p><p>The HB forecasts that outbound traffic will peak between May 30 and May 31, while return traffic is expected from the afternoon of May 31 through June 1. Key congestion-prone routes and times include:</p><p>1. Drivers are advised to follow guidance displayed on Changeable Message Signs (CMS) and detour signage to avoid being caught in heavy traffic.<span style="background-color: transparent;">&nbsp;</span></p><p>Congestion is also anticipated on key interchanges connecting to national freeways, including: the Zhonghe Interchange on Provincial Highway 64, the Tucheng Interchange on Provincial Highway 65, the Guoguang&ndash;Chenggong and Dali 2nd&ndash;Wufeng sections of Provincial Highway 74 in Taichung, the Zhongpu Interchange on Provincial Highway 18, the Guiren Interchange and Rende System Interchange on Provincial Highway 86, and the Fengshan&ndash;Wujia section of Provincial Highway 88. Heavy traffic is also expected near major tourist areas, including: the Fulong area and the Wanli&ndash;Dawulun section along Provincial Highway 2; the Guandu&ndash;Tamsui section along Provincial Highways 2 and 2B; the Daxi&ndash;Cihu section along Provincial Highways 3 and 7; the areas surrounding Sun Moon Lake along Provincial Highway 21; and the Gukeng&ndash;Meishan section along Provincial Highway 3. Traffic forecasts for these routes are available on the HB&rsquo;s official holiday traffic information page, and real-time updates will also be provided. Motorists are encouraged to use these resources when planning or adjusting their travel.</p><p>To promote public transportation over the holiday period, the HB has introduced several fare discount initiatives: (1) National Highway Bus Fare Discounts: Travelers using any of the 90 designated national highway bus routes are eligible for a 40% fare discount. (2) Transfer Discounts: Travelers who transfer to local city buses within 10 hours after taking Taiwan Railways Administration (TRA), Taiwan High-Speed Rail (THSR), or national highway buses are eligible for a free basic mileage fare or a free first-segment fare. Two exclusive offers are available for travelers heading to Eastern Taiwan. These offers cannot be combined and may be applied individually at the passenger&#39;s discretion: (1) Group Travel Discount: Groups of four traveling together and presenting either a Taiwan Tourist Shuttle experience pass or proof of accommodation at a licensed lodging in Eastern Taiwan can benefit from a &ldquo;buy three, get one free&rdquo; offer on round-trip tickets for designated eastern national highway bus routes. Additionally, a further NT$200 discount is applied to the total return trip fare. (2) &ldquo;Local Mobility&rdquo; Rental Discount: Passengers holding tickets for designated eastern national highway bus routes can receive rental discounts from participating car or scooter rental companies. Upon presenting the rental agreement and the round-trip bus ticket, travelers can enjoy a return trip fare discount of NT$200 for car rentals or NT$100 for scooter rentals.&nbsp;</p><p>To meet the travel demand, the HB has coordinated with bus operators to increase capacity, offering a total of 28,000 trips and 980,000 seats during the holiday. Pre-sale tickets became available on April 30, 2025. As of May 23, over 42,000 tickets have been sold, accounting for 16.62% of total capacity. Of these, 35,000 are for western routes (17.38%) and 6,593 for eastern routes (13.42%). Starting in 2023, the Highway Bureau launched a subsidy for &ldquo;On-Road Defensive Driving Training&rdquo; to further improve new license holders&rsquo; real-world riding skills and defensive driving techniques. Led by certified instructors, this training takes participants onto the road for practical experience. Research from the National Yang Ming Chiao Tung University shows that those who received training had significantly lower violation and accident rates than those who did not, demonstrating the effectiveness of both basic and on-road training. The Highway Bureau notes that this year&rsquo;s training program has been in high demand, with over 37,000 registrations. The subsidy for the 2024 program is available until November 30, and the Highway Bureau encourages the public to take advantage of this opportunity.</p><p>&nbsp;</p><p>Since 2023, the subsidy for On-Road Defensive Driving Training has been implemented with certified instructors guiding trainees in real-world traffic conditions. The training focuses on the leading causes of motorcycle accidents, including lane changes, safe following distances and wheelbases, yielding to pedestrians, and navigating intersections without traffic signals. Statistical analysis shows that trainees had a 59% lower risk of violations and a 36% lower risk of accidents compared to non-participants. Those who completed both the basic training and on-road training saw even greater reductions, with a 64% lower violation risk and a 51% lower accident risk. Based on these positive results, the Highway Bureau has expanded the training subsidies for 2024: NT$1,300 per person for basic training and NT$1,200 per person for On-Road Defensive Driving Training. In order to avoid the agony of traffic congestion, the Highway Bureau advises the public to use public transportation more, check traffic conditions in advance, and avoid rush hours to save travel costs.</p><p>To encourage the public to drive less and use public transportation more during the Dragon Boat Festival holiday, the Highway Bureau is launching nationwide discounts on national expressway (bus) passenger transportation from June 7 to June 10. These offers are for travelers returning home or going on trips and include (1) 89 medium- to long-distance national expressway passenger routes at weekday discounts or 15% off, and (2) free segment tickets or base mileage for transfers within 10 hours from Taiwan High Speed Rail, Taiwan Railways, or national expressway buses to local buses.</p><p>The Highway Bureau is also launching two region-specific promotions for the eastern region from June 8 to June 10. The first initiative is the &ldquo;Local Vehicle Rental Discount,&rdquo; under which travelers using selected Eastern National Expressway bus routes can present their ticket stubs to designated vehicle rental agencies in the east to receive discounts. Additionally, with the vehicle rental receipt, passengers can receive further discounts on their return bus fare (NT$200 discount for car rentals, NT$100 discount for motorcycle rentals). The second initiative offers a &ldquo;one free passenger in every group of four&rdquo; deal for passengers who have legitimate Eastern Region accommodation vouchers or Taiwan Tourist Shuttle packages and are traveling round-trip on selected Eastern National Expressway bus routes, with an additional NT$200 discount off the total round-trip ticket price. Passengers should select one of these two promotions.</p><p>Regarding road traffic, the Highway Bureau estimates that traffic will gradually increase from the afternoon of June 7 (Friday) during the Dragon Boat Festival holiday. Tourist traffic at major scenic and tourist spots is expected to peak from June 8 to June 9, with return traffic to work expected from the afternoon of June 9 to June 10.</p><p>The Highway Bureau predicts congestion-prone sections and times on provincial roads, including main arteries of regions (such as Highway No.9 Su-Hua Highway and South Link Highway; Highway No.1 Shuidiliao to Fenggang section; and Highway No.61 Fengbi to Xiangshan section, Zhunan section, and the Zhongzhang Bridge, etc.), sections connecting to national expressways (such as Highway No.64, Highway No.65, Highway No.74, Highway No.86, Highway No.88, and Highway No.18 connecting to national expressway interchanges, etc.), and areas near major tourist attractions (Highway No.2; Highway No.2A Guandu to Tamsui section; Highway No.2 Fulong, and Wanli to Dawulun section; Highway No.3 Daxi, and Gukeng to Meishan section; Highway No.21 around Sun Moon Lake; Highway No.26 Fenggang to Kenting section, etc.). To alleviate congestion, the Highway Bureau will plan alternative road guidance, flexibly adjust traffic signal timings, partially close some intersections, restrict large truck traffic, and coordinate with local police forces to strengthen traffic order maintenance and enhance enforcement in congested areas.</p><p>In addition, alternative routes have been planned for 11 congestion-prone sections of national expressways in coordination with the Freeway Bureau&rsquo;s estimates. Signposts have been placed along these routes to guide road users. Both new and in-use vehicles are required to be licensed. Mini Electric Two-wheelers in use should complete the licensing process within two years. In order to encourage early registration, vehicle owners who complete the license application before December 31, 2023, will be eligible for a fee waiver for the license plate and driving license fees (a total of NTD450), which is equivalent to free registration. Therefore, please take the time to complete the licensing process as soon as possible after completing the relevant documents and obtaining the&nbsp;compulsory liability insurance.</p><p>The Highway Bureau understands the hard work of the public and offers &quot;On-Site Registration Service&quot; at all District Motor Vehicle Offices and Stations. The relevant service hours can be found in the &ldquo;Mini Electric Two-wheelers Reservation Service Section&rdquo; on the global information website of the District Motor Vehicle Offices. According to statistics, over 86,000 in-use Mini Electric Two-wheelers have been registered, of which over 43,000 were completed through more than 3,400 &ldquo;On-Site Registration Service,&rdquo; accounting for half of the total registrations. Therefore, the public is encouraged to make full use of these services.</p><p>In order to assist local citizens and foreign migrant workers&nbsp;in registering&nbsp;Mini Electric Two-Wheelers, the Highway Bureau has&nbsp;established&nbsp;related operational procedures and multilingual Q&amp;A notices on the Motor Vehicle Service Network and the Highway Bureau website. In cooperation with local civil affairs units, village offices, neighborhood offices, dealers, industrial zones, science parks, human resources agencies,&nbsp;and other organizations (institutions),&nbsp;the Bureau&nbsp;promotes&nbsp;Mini Electric Two-wheelers registration matters and provides venues for On-Site Registration Service to handle the registration and licensing.</p><p>The Highway Bureau reminds that although riding Mini Electric Two-wheelers does not require a driver&rsquo;s license, riders must be at least 14 years old. Riders should be equipped with safety helmets, not to carry people, drunk driving. In addition, the speed cannot exceed 25 kilometers per hour. Unauthorized additions, increases, decreases, changes in electronic control devices or the original specifications, which could affect the safety of other road users, are prohibited. In order to alleviate the traffic flow caused by tourism, the Directorate General of Highways, Ministry of Transportation and Communications (MOTC), has&nbsp;cautiously&nbsp;developed a traffic&nbsp;relief&nbsp;plan. In addition to implementing traffic&nbsp;relief&nbsp;measures on Provincial Highways, real-time and comprehensive road condition information will also be provided to assist road users in their travel arrangements.</p><p>To encourage the public to use comfortable and convenient public transportation during the consecutive holidays of the Dragon Boat Festival, the Directorate General of Highways will launch several nationwide promotions for Freeway (Highway) passenger transportation from June 21st (the day before the long weekend) to June 25th. These promotions are aimed at providing benefits for travelers returning home or going on trips, including: (1) Discounts on 87 medium to long-distance Freeway passenger transportation routes, either at regular weekday rates or at a 15% discount. (2) Passengers who transfer within 10 hours from the High-Speed Rail, Taiwan Railway, or Freeway Bus to local bus services will enjoy free one-way ticket or a discount based on the basic mileage.</p><p>Additionally, from June 22nd to June 25th, two region-specific promotional measures will be introduced for the Eastern Taiwan: (1) &ldquo;Local Rental Discount&rdquo; measure: Passengers taking designated Eastern Freeway Bus routes can enjoy rental discounts when renting vehicles from specified car or motorcycle rental companies in the Eastern Taiwan. By presenting the ticket stub, they will receive rental benefits. Moreover, when returning on the Freeway Bus with a vehicle rental receipt, they can enjoy further discounts on the fare (car rental discount of 200 NTD and motorcycle rental discount of 100 NTD). (2) For those holding valid accommodation certificates from Eastern region authorized accommodations or Taiwan Tourist Shuttle package tickets, they are eligible for the &ldquo;4-for-1 Free&rdquo; promotion when round-trip traveling on designated Eastern Freeway Bus routes. Furthermore, on the return journey, they can enjoy a total fare discount of 200 NTD. Please note that only one of these two promotions can be selected for use.</p><p>In terms of general road traffic, the Directorate General of Highways anticipates that traffic congestion during this consecutive holiday period will start to occur gradually from the afternoon of June 21st (Wednesday). The influx of tourist vehicles is expected to peak at major scenic tourist destinations from June 22nd to June 24th. The traffic flow of vehicles returning to work areas is predicted to gradually increase starting from the afternoon of June 24th (Saturday).</p><p>The Directorate General of Highways will plan various traffic&nbsp;relief&nbsp;measures based on the traffic characteristics of congested road sections. These measures include alternative routes, flexible adjustment of traffic signal timing, partial intersection closures, restrictions on heavy truck traffic, and the provision of real-time road condition information for Provincial Highways. The Directorate General of Highways will also coordinate with local police units to enhance traffic order maintenance and strengthen enforcement of traffic control measures, such as cracking down on violations in congested areas.</p><p>In addition, alternative routes have been planned for the 11 congested sections of the Freeway as estimated by the Freeway Bureau. Guide signs have been placed along these routes to direct road users. It is recommended that road users check the real-time road information on the &ldquo;Provincial Highway Real Time Information Service&rdquo; (https://168.thb.gov.tw) and the &ldquo;Happy Highway App&rdquo; before departure.
