| Integrated Development and Application Promotion of
Intellectual Real-Time Traffic Report System Platform
-Provincial Highway Real-Time Traffic Information Collecting and Management System |
| The domestic provincial highway has a highly concentrated channel, including general highways, west-coast expressway, and 12 east-west expressways, which pass through the northern and southern Taiwan, and connect the east and west. This channel provides a very important network for the citizens when they commuting or travelling. It also bears the responsibility of the long-distance trips between the cities and countries living area. Therefore, for the efficiency of the city and country transportation system, the related traffic management and communication system should be promoted and developed. The system should collaborate with the current traffic management and control strategy as well. As a result, Provincial Highway Real-Time Traffic Information Collecting and Management System should be promoted and developed in a short time. |
| In the aspect of the 12 east-west expressways, these highways has the equivalent ranking as the freeways, moreover, some sections are isolated by the system interchange connection, therefore, since 2001, these 12 east-west highways are designed, constructed, and managed by Taiwan Area National Freeway Bureau. |
| Considering the complete system required a significant amount of budget, the highway network management project will begin with prioritization according to different general provincial highways in jurisdiction, west-coast expressway, and their features. (Ex. Traffic-jam-prone sections, accident-prone sections, highway alternative paths, scenic spot routes, inter-city roadways, metropolitan roadways, and living area roadways). |
| Ⅰ. Priority (2008~2011): |
| (1) Organization and design of the “Intellectual Provincial Highway Real-Time Traffic Report System Platform” |
| (2) Real-time traffic information collecting system for traffic-jam-prone sections, accident-prone sections, and general sections in the provincial highways. |
| (3) Provincial highway electronic traffic billboard. |
| (4) District traffic control center. |

| Ⅱ.Follow-up (After 2012) |
| With the intellectual provincial highway real-time traffic report system structure, the density of the provincial highway real-time traffic report information collecting system will be continually enhanced. In the follow-up phase, we expect to use the concentrated traffic control equipment to collect the timely and real traffic report. The traffic control center of Directorate General of Highway (DGH) can offer an information platform through information exchange with other units, such as the national highways, provincial highways, and county highways information exchange among the freeway network traffic control system, the Highway Bureau traffic control center of the metropolitan roadways, or the traffic control center in the city/county governments. Through the information platform, the traffic analysis of the complete highway network in the jurisdiction can be anticipated. The best driving route and navigation can be offered to the citizens by the simulation and strategy-design from the traffic management system; the efficiency and quality of the roadway service can be enhanced; the air-pollution caused by the standing and circling vehicle can be reduced. An intellectual and environmental-friendly provincial highway is about to offer to the public. |
